General Statement of Job

Under general supervision, performs specialized skilled work for the Division of Facilities Management. Employee assists in the construction management of County-owned buildings and facilities. Employee will also conduct assessments of County-owned buildings and facilities in support of the County's Asset Management Program. Employee must exercise initiative and independent judgment in ensuring work is performed in accordance with plans and specifications. Employee must exercise tact and courtesy in dealing with contractors, design professionals, County staff, leadership, and the general public. Reports to the Division Director, Facilities Management.

This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed.
Special Duties & Responsibilities

  • Interprets, explains, and enforces provisions of standard building codes, plumbing/mechanical codes, life/safety codes, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; initiates any actions necessary to correct deficiencies, variations, or violations.
  • Conducts site inspections of commercial/municipal buildings, including remodeling/construction work, premises, and building systems, for compliance with applicable codes, established specifications, and approved construction plans; inspects construction alteration, demolition, use, and occupancy of buildings and premises to verify structural strength, stability, sanitation, adequate lighting, ventilation, and safety to life and property from fire and other hazards; inspects mechanical, plumbing, electrical, and related building systems; inspects footing and framing; inspects construction methods and materials; ensures quality of workmanship and materials.
  • Oversees and directs construction projects from conception to completion.
  • Reviews the project in-depth to schedule deliverables and estimate costs.
  • Oversees all onsite and offsite constructions to monitor compliance with building and safety regulations.
  • Coordinates and directs construction workers and subcontractors.
  • Selects tools, materials, and equipment and tracks inventory.
  • Meets contractual conditions of performance.
  • Reviews the work progress on a daily basis.
  • Prepares internal and external reports pertaining to job status.
  • Plans ahead to prevent problems and resolves any emerging ones.
  • Negotiates terms of agreements, draft contracts, and obtain permits and licenses.
  • Analyzes, manages, and mitigates risks.
  • Ensures quality construction standards and the use of proper construction techniques.
  • Performs assessments on County construction projects and facilities.
  • Monitors and inspects construction activities, materials, and workmanship to ensure scope, schedule, budget, and priority. Identifies any variances and takes corrective action.
  • Discusses code requirements, deficiencies, necessary corrective actions, resolution of problems, and related issues with property owners, architects, engineers, contractors, and other individuals; recommends solutions to problems; performs follow-up inspections to ensure code compliance.
  • Provides information and technical assistance concerning code-related issues and project specifications; responds to questions or complaints; provides information and technical expertise to other staff members.
  • Logs inspection results into computer; maintains files and records of construction activities and inspections.
  • Maintains clear precise documentation via shared drive on all related work in the appropriate project folders.
  • Prepares or completes various forms, reports, correspondence, inspection reports, or other documents.
  • Receives various forms, reports, correspondence, sealed/approved construction plans, engineering specifications, soil laboratory reports, concrete laboratory reports, backflow prevention test reports, third-party inspection reports, publications, product data, manufacturer specifications, codes, regulations, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Possesses skills and abilities to read and interpret construction documents related to facility construction and site work.
  • Operates a computer to enter, retrieve, review, or modify data; verifies the accuracy of entered data and makes corrections; utilizes word processing, database, or other programs.
  • Communicates with supervisor, employees, other departments, fire marshal, inspectors, contractors, architects, engineers, manufacturer representatives, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
  • Attends various meetings as needed.
  • Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new materials, devices, products, techniques, and construction methods; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Performs general/clerical tasks, which may include answering telephone calls, entering information into a computer, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Provides assistance to other employees or departments as needed.
  • Assists with the asset management program to schedule and maintain the County facilities.
  • Performs other related duties as required.

Minimum Training & Experience

High School Diploma supplemented by college level course work or vocational training in general building construction technology, construction trades (plumbing, electrical, heating, and air conditioning trades); Bachelor of Science in Construction Management, Architecture, Engineering, or related field preferred; supplemented by five (5) years of previous experience and/or training that includes general building construction, construction trades, code enforcement/interpretation, and a variety of building inspection specialties, including plumbing inspection, mechanical inspection, framing inspection; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Must obtain OSHA 30-Hour Certification within 45 days of hire.

Must possess a valid Commonwealth of Virginia Driver's license.

Certification and/or training as a Construction Codes Inspector is preferred.

Experience in assessing facilities/buildings to determine maintenance and repair needs is preferred.

Employee in this position is required to wear safety shoes.
Special Requirements

  • Knowledge and ability to interpret construction drawings and specifications for commercial/municipal building and site work projects.
  • Knowledge of the policies, procedures, and activities of the County and of departmental practices as they pertain to the performance of duties relating to the position of Manager, Facilities Construction.
  • Knowledge of the principles, practices, procedures, and methods associated with the review of construction plans and related construction documents for compliance with applicable codes.
