Engineering Technician II - Construction Inspector

•    Reviews project specifications and confers with City Engineer concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes and reports.
•    Researches records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, and hydrants, etc.
•    Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete and asphalt.
•    Assists in the review of public and private project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans.
•    Assists in project management for the construction of the municipal projects.
•    Assists in the preparation of sanitary sewer, water, storm drainage and street system maps, databases and comprehensive plans.
•    Reviews applications for utility permits, street use permits, etc.  Issues routine permits.
•    Performs a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, reducing field notes, printing and/or copying of materials, answering phones and responding to inquiries from contractors, developers, property owners, staff and the general public.
•    Conducts materials testing and analysis.
•    Prepares reports detailing tests conducted and results. Drafts and calculates field notes to document quantities, alignment, grade and locations according to project plans or to document monthly and final progress estimates.
•    Inspects construction site to determine conformance of site to design and bid specifications.
•    Assists engineers to ensure that construction and repair of transportation, water or wastewater systems meet control requirements.
•    Performs and coordinates sidewalk inspection, maintenance and enforcement programs, right-of-way permits, and prepares recommendations for the release of maintenance bonds.
•    Inspects projects to determine applicability of releasing performance and/or maintenance Bonds.
•    Measurement of right-of-ways prior to sidewalks being formed.
•    Represents the City at pre-construction meetings.
•    Perform traffic engineering studies including field installation/retrieval/maintenance of equipment, downloading data, and providing reports to Engineers, WSDOT, or citizens.
•    Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
•    Timely and regular attendance.
•    Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
•    Performs other duties and responsibilities as assigned.
•    Position may be required to provide support and/or cross coverage for other Engineering Technician II positions.  

Knowledge of:
•    Civil engineering principles, practices and methods as applicable to a municipal setting; some knowledge of applicable City policies, laws and regulations affecting Division activities.
•    Considerable skills in operating the listed tools and equipment; skills in basic drafting, surveying, flagging, traffic control and construction practices.

Ability to:
•    Ability to prepare, organize and maintain engineering field and office data, reports and systems.
•    Ability to effectively and tactfully communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, city officials and the general public.
•    Perform the essential functions of the job, with or without reasonable accommodation.
•    Establish and maintain effective working relationships among co-workers and other City personnel, contractors, and the general public.

• High School Diploma or G.E.D.
• Minimum of 2 years of direct field experience in civil or public works construction inspection is preferred
• Two (2) years of related technical or college work in drafting, construction technology, Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field is preferred.

• Possession of a valid driver’s license.
• Possession of or have the ability to obtain a Washington State Flagger Certification with six (6) months.
• Possession of or ability to obtain a Certified Erosion and Sediment Control Lead (CESCL) certificate with six (6) months.
• Must successfully pass all phases of the pre-employment hiring process, including but not limited to, reference checks and a criminal background check.

Work is performed both in an office setting and out in the field, with duties primarily being performed outdoors in all weather conditions and requires walking, standing, bending, stooping, and reaching on various types of terrain and on construction sites. Field work may be in hazardous work areas such as street surfaces, rights-of-way, medians, and in ditches.  The work may involve strenuous physical labor, visual acuity, physical dexterity, and mechanical aptitude.  Position may be required to work outside of standard business hours on occasion.
