TITLE: DIRECTOR OF OPERATIONS AND CONSTRUCTION PROJECTS

REPORTS TO: Superintendent

JOB OBJECTIVE: Provides strategic leadership and administrative oversight in the planning, execution, assessment, and continuous improvement of district operations, including facilities management and maintenance, custodial services, food service, transportation, and safety programs. Directs construction projects to ensure efficient and high-quality execution that aligns with district goals.

MINIMUM QUALIFICATIONS:
  • Possession of a valid supervisory or business management license/certificate from the state department of education at the time of appointment.
  • Bachelor's degree in a related field
  • Demonstrated leadership skills in facilities management, operations, and project oversight.
  • Strong ethical standards and integrity; takes personal responsibility for decisions and actions.
  • Effective time management, problem-solving, and decision-making abilities.
  • Maintains a clear record free of criminal violations prohibitive of public school employment.
  • Meets mandated health screening requirements post conditional offer of employment.
  • Proficiency in relevant technology systems and software.
  • Ability to ensure compliance with health, safety, and environmental regulations.

TERMS OF EMPLOYMENT: Salary commensurate with experience and qualifications

ESSENTIAL FUNCTIONS:

1. Serves as an integral member of the Administrative Team, advocating for a clear and shared vision for operational excellence.

1.1 Encourages innovation and utilizes data analysis to enhance district operations and facilities management.

1.2 Provides leadership to staff, fostering a collaborative and efficient work environment.

1.3 Manages change initiatives, ensuring timely execution of organizational objectives.

1.4 Implements comprehensive safety protocols, including threat assessment and emergency response plans, to maintain a secure environment for students and staff.

2. Oversees district facilities, maintenance, and custodial services.

2.1 Develops, evaluates, and implements a five-year facilities maintenance plan.

2.2 Supervises and evaluates the Maintenance, Buildings and Grounds Staff.

2.3 Conducts regular inspections of district properties, ensuring compliance with standards and optimal functionality.

2.4 Manages district construction and renovation projects, ensuring adherence to scope, budget, timelines, and legal procurement regulations.

2.5 Coordinates the non-school use of district facilities, including scheduling, rentals, and logistics.

2.6 Works in Collaboration with all Safety and Security Personnel to ensure district safety, identify any risk factors and to submit all required safety reports.

3. Directs food service operations to ensure efficiency and compliance with health and nutrition regulations.

3.1 Ensures adherence to all food quality, safety, and nutrition guidelines.

3.2 Supervises and evaluates the Food Service Coordinator.

4. Oversees transportation services to maintain safe and efficient student transit.

4.1 Plans and manages fleet acquisition and replacement in alignment with district needs.

4.2 Advises the Superintendent on weather-related decisions impacting school operations.

4.3 Supervises and evaluates the Transportation Coordinator.

4.4 Supervises the Bus Maintenance and Garage Mechanic.

5. Engages in continuous professional development to enhance performance and expertise.

5.1 Stays informed on emerging standards and best practices in operations and facilities management.

5.2 Develops and refines technology skills relevant to job responsibilities.

5.3 Works towards achieving performance and development goals as directed.

6. Implements and upholds high safety standards across all district operations.

6.1 Maintains and updates the district's emergency preparedness and crisis response plans.

6.2 Upholds behavioral and ethical standards, ensuring compliance with district policies and legal requirements.

6.3 Acts as the district liaison for emergency services, coordinating response efforts with fire, medical, and law enforcement agencies.

7. Performs other duties as assigned to support district operations and objectives.

7.1 Assists in responding to urgent and unforeseen situations as needed.

7.2 Leads workplace initiatives that align with and advance district goals.

7.3 Manages tasks efficiently to meet deadlines and project milestones.

7.4 Identifies and resolves conflicts proactively to maintain a positive work environment.

SUPERVISORY RESPONSIBILITIES: Supervises and evaluates assigned staff under the direction of the Superintendent.

PERFORMANCE EVALUATION: Job performance will be assessed in accordance with Board policies and contractual agreements, including an annual written evaluation by the Superintendent, an annual goal-setting session, and a mid-year progress review.
